RTP Medium-Low Voltage Upgrade Project

This project involves modifications, upgrades, and replacements to the 21 kV and 480V electrical distribution systems at M1W’s Regional Treatment Plant (RTP). The work includes, but is not limited to, the following key elements: The Contractor shall provide a new PG&E 21 kV primary service, including new primary conduit runs, coordination with the utility for service and cogeneration interconnection requirements, inspections, protective device settings, system switchover, demolition of the existing service, and all associated equipment and appurtenances. A new 21 kV main utility disconnect switch (630-SWITCH-001) will be installed, complete with PG&E metering in a weatherproof outdoor enclosure and all ancillary components. The project also includes the installation of a new 21 kV Integrated Power Assembly (IPA) and 21 kV switchgear (630-SWTCHG-001), which will include medium voltage switchgear, protective devices and relaying, a battery facility with charger, remote Human Machine Interface (HMI), SCADA control integration, building lighting, auxiliary systems, programming, and all related appurtenances. Two new pad-mounted, liquid-filled transformers (630-XFMR-001A and 630-XFMR-001B) will be provided to serve existing RTP loads, along with enclosures, bus duct transition fittings, and all necessary accessories. Additionally, a pad-mounted encapsulated grounding bank transformer (630-XFMR-001G) will be installed to meet utility-required ground fault sensing and protection, including current transformers, disconnect switch, and protective devices. Finally, the project includes the installation of a new 480V IPA and 480V switchgear (631-SWTCHG-001), featuring arc-quenching distribution switchgear, protective devices and relaying, source transfer controls, SCADA integration, remote HMI, building lighting, auxiliary systems, programming, and all associated appurtenances.
